DCDT and EBS Partner to Build Vanuatu’s Digital ID System 2025

The Department of Communications and Digital Transformation (DCDT) has signed a Memorandum of Understanding (MoU) with Engineering Business Services Limited (EBS) and Code 200 Solutions Ltd to develop and maintain Vanuatu’s new Digital ID system — a major milestone in the nation’s digital transformation journey.

This initiative will enable secure, paperless, and efficient government services, strengthen the digital economy, and support national priorities such as financial inclusion, health, education, and disaster response.

The partnership ensures a collaborative framework built on transparency, security, privacy, and human rights. It also focuses on local capacity building, offering training and technical knowledge-sharing to empower Vanuatu’s ICT workforce.

DCDT will provide policy leadership and regulatory oversight, while EBS and Code 200 Solutions will drive technical design, development, and integration of the platform.
