The Digital Transformation Act No. 42 of 2025 sets out clear rules to guide Vanuatu’s transition to the use of digital technologies across government and businesses.
The Act officially commenced on 17 December 2025 and places the Department of Communications and Digital Transformation (DCDT) at the centre of the national digital transformation agenda.
DCDT leads national digital transformation, reviews all government ICT projects, issues Certificates of Compliance, manages cyber threats, and promotes digital skills.
The National Digital Transformation Steering Committee approves major ICT, cybersecurity, and AI strategies.
All ICT service providers must obtain a one-year ICT Service Permit, subject to fees, compliance, and renewal conditions.
Enforcement officers may inspect premises and issue penalties up to VT 20 million. Cyber incidents must be reported within 72 hours.

This Act addresses cybercrime threats to national infrastructure and public services.
